IBM announced a strategic partnership with OpenAI on Thursday to embed the AI company's frontier models, including GPT-5.6, Codex, and ChatGPT Work, into IBM Consulting Advantage — the firm's AI delivery platform for consulting services. The deal creates a dedicated OpenAI Practice within IBM Consulting and establishes specialized forward-deployed units trained through the OpenAI Partner Network to work directly with clients on complex workflows and highly regulated environments.
The partnership expands a cybersecurity collaboration that began in June when IBM joined the OpenAI Daybreak Cyber Partner Program. The companies now plan to combine OpenAI's frontier models with IBM Autonomous Security, a multi-agent service designed for coordinated threat response at machine speed. Financial terms were not disclosed.

Michael Healy, Managing Partner of Offerings, Assets and Gen AI at IBM Consulting, said enterprises no longer need convincing about model capability. "The challenge now is turning that intelligence into agentic workflows that actually run the business," he said. IBM Consulting Advantage's Context Studio will codify industry and enterprise knowledge, while Process Studio analyzes standard operating procedures to identify inefficiencies before building agentic workflows behind those processes.
On application modernization, Healy noted that Codex as a coding assistant will accelerate the development cycle in combination with IBM Consulting Advantage's coding harness and OpenAI's models. The partnership follows a similar alliance IBM announced with Anthropic less than a year ago, reflecting IBM's model-agnostic strategy that combines its own Granite family with third-party offerings through watsonx and its global consulting business.
Why it matters
The deal gives OpenAI another major channel to reach large enterprises through IBM's global consulting footprint, as competition among model developers shifts from raw capability to winning corporate deployments at scale. OpenAI has previously partnered with Infosys and Tata Consultancy Services for similar distribution. For IBM, the partnership bolsters its AI consulting revenue at a time when the company lowered its 2026 revenue forecast following weaker-than-expected quarterly results, though CEO Arvind Krishna has maintained AI remains a long-term growth driver.
Our take
IBM's model-agnostic positioning is pragmatic, but the rapid succession of frontier-model partnerships — Anthropic, now OpenAI — raises questions about how deeply each integration goes versus serving as a sales motion. The real test will be whether Consulting Advantage becomes a genuine multi-model orchestration layer or primarily a branded wrapper for whichever partner's model is flavor of the quarter.
